i have this camera Samsung SCC-931 tp, is there any way to connect this to my qnap ?
can i convert this to an IP camera with a product ?

A BNC to UTP balun does not create an IP device from an analogue source, it's just an alternate form of wiring to carry the analogue signal.
TS-431+ for storage and media and a bunch of IP cams under Surveillance Station. TVS-473 as files backup and QVR Pro.

What you are looking for is a CCTV to video encoder - be aware encoders are typically not inexpensive. Depending what you need, there are plain encoders and encoders with analog PTZ controls. Several Axis video encoders are on the QNAP support list. One example (for single cam, just video streams) is the Axis M7001.

qnap.com -> Support -> Compatibility -> Surveillance Station (Pro) ... select brand: AXIS .. many the Q, 2, P, and M on top of the list are encoders - the M7001 is on the list.

if i buy a device (like the Axis M7014) that can take up to 4 camera's do i also need 4 qnap licenses ?
does this also creates 4 IP addresses ?

One IP address per encoder, depending on technology multiple ports resp. multiple RTSP streams.
