There have been other reports of similar behavior from many people.
In fact, this thread was running for something like 3 years before it was simply locked with no solution:

Unfortunately my financial circumstances prevent me from buying another NAS right now, but when I do, it wont another QNAP.

Using the Advanced Search (top right of your screen) nets some 108 results: See: spindown solved. These two words make excellent search terms for the search box in your situation.

I apologize if this comes off as rude, but yours is a common question, and it has been answered multiple times. Seriously, check out the Advanced Search function. It can be very helpful. Your spindown issue could be caused by many things, including QPKG's still running, etc. There are some troubleshooting steps that can be taken to determine which of these solutions applies in your case. Read through those messages, and I'm sure you'll learn a lot. There are some excellent suggestions in many of those older posts.

If you find that none of those messages cover your unique situation, then please post back here, but providing more information about your setup.

Good luck...

Much more, the issue in the other thread is resolved for the majority of community members.

Nobody wants you to buy a new NAS.

Understand your frustration - but please try to understand the heling community membrs have no Crystal Ball available.

We need much more information on your NAS - start with firmwae version. HDD installed (make. model, firmware), processes taking some CPU constantly (Ressource monitor - Processes or much better # top from the NAS Linux shell). Is the Download Station enabled? Are there services exposed to the Internet - ie. ftp, the admin Web UI, the Web server, ...? Consider to check the NAS event and connection logs (temporarely enable all opitons) to see any ongoing connections, ...
