It's not ... it's just in the admin homes - any other user can't login to the shell, and the /home resp. /share/homes/[username] created automatically don't get this file populated.

Never seen this page - at leat not for years - on a "real" NAS.
Beyond - without checking - I supect this file is copied to the NAS shell login folder by default, ie. by a standard login script. As per QNAP design admin is the only user with access, that is not a big problem. For users modding the NAS beyond the supported level ... figure.
