Right now, this feature is only available through Chrome, but should evolve with time to something more standalone with Cloud Print-aware printers, and connectors. Currently, the pc and chrome must be on to be able to proxy the request to the printer.
Google relies on the developers' community to build these connectors, and my first thought was "Hey, that would be awesomely perfect for my NAS". I am not a developer, and would have no idea where to start, but I'm sure that this would make a lot of sense for a lot of people too, and so I thought I would just through this out there and propose a "QPKG Google Cloud Print connector".
let's talk about it ...

I simply setup port forwarding in my router to access my printers remotely.
xxxxxxx.mycloudnas.com:9100 > 192.168.1.100:9100 (Lexmark X422)
xxxxxxx.mycloudnas.com:9101 > 192.168.1.101:9100 (HP LJ2605dn)
xxxxxxx.mycloudnas.com:9102 > 192.168.1.102:9100 (HP LJ1012)
I then simply install all 3 printers in all my machines to print to xxxxxxx.mycloudnas.com:9100, xxxxxxx.mycloudnas.com:9101, xxxxxxx.mycloudnas.com:9102 to reach each of my printers.
My Router supports NAT-loopback, so these printer assignments even work when my Laptop is "home", and on my local network. No google required.

As an IT manager, I see all sorts of skill (and skill-less) levels. My brother in law for instance has a Qnap and loves it, but I set it up and he can do nothing with it except what I've tought him. He is a clever bloke, but all this "Qnap thingy" goes over his head unfortunately.
I think perhaps you miss the point of simplicity.
Type in an email address and password at both ends, the qnap and the, what, Android Tablet for instance - and then it just works.
Many many many more people will benefit. Got to be an advantage in my books.
