So I have to run my own WINS server? Or can the QNAP host that?

One possible issue with that though, WINS server enabled on the NAS does prevent spin down of disks (if configured).
No, RAID has never ever been a replacement for backups. Without backups you will eventually lose data!

Well - wins vs. HS standby are mutually exclusive as of now...
