Hi -
I am late to the party (it's December 29th) -
The TS-531X has dual SFP+ ports which work just fine and dandy with a 10G product like a Netgear SFP+ 10G switch. I have no idea of what product you are connecting to with SFP+.
Are you using SFP+ transceivers and a LC-LC fiber cable or a Twinax copper cable ?
I CAN tell you that I had a bad run in (a few months ago ) with a bad production run of TS-831X 10G ports, and the "magic fix" was to simply stick ANYTHING (including another twinax cable, or even a "dead" SFP+) into the second SFP+ port and "all of a sudden" there were the "blinky lights" and the dead SFP+ port started to work. QNAP US is aware of this issue (which has now been resolved as of about 2 months ago).
Because of variables with SFP+ and 50 micrometer fiber cables, I always keep a Twinax cable on hand - just for testing - even if I have to run a long distance with a fiber cable.
