Hello, I was looking to upgrade from my old TS-251, which I have really enjoyed.
Is there plans for a successor to the TS-453D in the near future that will feature PCI 3.0 or PCI 4.0?

TS-453D is still fairly new. I don't know when there will be a successor.
But what do you want PCIe 3.0 for?
If you want something with fast SSD cache you could get the TS-h973AX. This can run QuTS Hero or normal QTS. Cache is actually faster on normal QTS. But HDD performance should be higher on Hero if you get the 32GB RAM version. Hero benefits a lot from RAM.
