How to prevent a file from being backed up (moved) when in use/open?

I want to set up a profile to backup any new files/folders in my PlayOn folder but only when the tv show I'm downloading (file) is no longer adding to the file.
Is there a setting to basically say don't try to move that file until it completed and no longer being modified?
I tried a setting to wait 60 seconds for any changes before running but that didn't work.
My goal is to have SBP monitor a playon folder and after the files there haven't been modified for awhile (60 sec - 5 min) to move them to another location.
I haven't hit on the right settings yet so I'm reaching out.
