some users need to ssh to storage, but only admin account can ssh to ts-831x v4.3.5

i have created several accounts which have successfully logged into the nas web interface.
some users need to connect to the storage via ssh.
i have added them to the file /etc/ssh/sshd_config, in the AllowUsers option and reloaded this config file
to sshd via sending it the HUP signal.
still doesn't accept their login complaining about bad passwd
i have also created /etc/hosts.allow, specifying the host from which they will be logging in from.
still doesn't accept their credentials.
what am i missing?
