I setup a long time ago qnap iscsi .. now we moved to a new office with a new subnet we moved from 192.168.x.x. to 10.,10..x.x
How do i change the isici ips so I can reattach its storage

When you moved it was it already on a static address?
If so you will have to connect direct without switch (it will revert to 169.x.x.x. that you'll find in Qnap Finder) then change to 10.10.x.x. address.
Once done simply attach to ISCSI initiator host using 10.x.x.x.
Or all will done by DHCP
But really you should know this...
