where is Editing User Privileges in control panel？

where is Editing User Privileges in control panel？

why I can't not find Editing User Privileges in local user privilege section, becuase there is no camera when user log in to the qvr client, I want edit privilege for local user. :P

Click at the right-most icon, this is for application permissions.
Sometimes reading the manual will help! 8)
