When I try to access I get this message.
Surveillance Station is not available now
To use Surveillance Station, please contact the system administrator to enable this service or to troubleshoot problems.
I've also started getting HTTP login failures from 127.0.0.1, the user on that error log is �. I'm wondering if because the IP is loopback, these two things are related.
Surveillance Station V5.1.1.3.1
TS-212 V4.2.3
Any suggestions on how I can begin investigating this issue?

I have the same problem. At one point, SS would not even open so I removed and reinstalled it.
