Turn fan off (0 rpm) below a certain temp

I'm a long time QNAP user and was considering getting the TS-230 for a small NAS application. But I instead decided to try the Synology DS220j because of one specific feature: the fan shuts down when the system is cool and only starts up when the temp reaches a certain threshold. This is perfect for me because I don't use this NAS that much and I noticed that the fan was off most of the time. And even with light use/access the fan would remain off.

I would've kept the Synology if only they could figure out how to let external USB drives spindown. It amazes me that they can't get this to work. Even my old QNAP TS-509 does this without problem.

So in the end, I returned the Synology and got the TS-230 instead. I'm happy with it but I wish QNAP would implement a fan auto on/off feature.

external drive spindown gets set with manufacturer tools

then the drives spin down via their own controller when no data is write/read
