Port 80 and 8080 issues

I know I cannot be the first person to have this issue so hopefully you guys can give me some ideas.
TS-469L
Port 80 and 8080 are always being used so when I go through qnapcloud it always displays, "page not found."
I tried changing it on the webserver to 81 and 8081... etc.. and it still does not work.
I am able to see several processes using port 80 either in listening or established status
The main ones are Internet Explorer, Norton 360, Apple Photo Systems, and Dropbox
My understanding is only one IP can use a port at a time
I understand port 80 is the default for http but I am stumped as how I can work around this problem and be able to access all of my files, photos, music and video via cloud
I have Brighthouse Lightning 60 with a Motorola SBG6580 and a HP Procurve V1910 16 port switch (My NAS is connected to the back of the Motorola and does not go through the switch - both adapters)
I have all of the ports forwarded correctly for the NAS.
netstat -aon | findstr "80" displays the PID's
Task Manager shows the PID for each process
I have a surveillance system that is flexible. I have it set on two other ports and it is working fine but I cannot get QNAP access from outside of this room.

Any ideas are appreciated. I have diagnosed the problem but after 4 hours of trying to solve it, I'm stumped.

I think I have resolved my issues by breaking down and purchasing dyndns. It all appears to be working now. I have made a lot of modifications which included using ddns. I want to say this is what helped resolve it.
