Using a VPN for non-NAS User applications?

I posted this query in the QVPN section, but since found that QVPN only works with NAS local users...not what I want to do. Here is my setup and what I would like to do:

TS-251, QTS 4.4.3

I have had two small websites setup in the /share/Web folder (sub folders) as virtual hosts that have been working well for years. The websites serve up files from the COPS and Ubooquity applications. Users connect through Pagekite, an external DDNS service. Both apps have basic username and password login security through a https connection, but that is it.

What I would like to do is add a VPN server for those two websites for extra security. I do not want those external users to have any access whatsoever to NAS admin stuff or even be local NAS 'users'. So QVPN is out.

How about QOpenVPN? It looks more flexible, but have only just installed it and glanced at the GUI...which is pretty minimal but looks like it might be very flexible.

Can I do this as some sort of front end to the Apache web server/virtual host? Or is there a better way?

Total noob at VPN server setups, but plenty of VPN client experience using .ovpn conf files over the years with NordVPN and others. Also, I go through my ISP's router; no VPN, no DNS, no port forwarding changes allowed. :(

via VPN external users would have access to your own network .. bad idea

why not use a web based file handling solution ?

I already informed you of the danger running a webserver on the NAS .. so no tears

I can recommend a Raspberry Pi 4 running Pivpn and Wireguard as a cost effective option. I use it to access devices on my lan when I am away from home including NAS (files, ip cameras, music), music streamer and smart alarm system running on an esp32 module.
