WebDAV and folders/files with ampersands (&) in the names

We have a QNAP TS-563 running firmware 4.3.3.0299 (build 20170901) and we're trying to get WebDAV service going on it primarily to run our own off-site backup, but also just to make our files available when working from remote locations. We use Mac computers, so most of our files used to reside on a Mac OS X Journaled filesystem. The machine is running Sierra (10.12.6).

Something I've noticed is that most folders and filenames with ampersands in them show up garbled or just don't show up. Has anyone else run across this issue? If so has anyone found a workaround that didn't require renaming every instance of &'s in file and folder names? These files have shown up without issue over an SMB LAN connection. The problem is only happening over WebDAV so far.

And if it comes down to a mass rename, are there any other special characters we should be watching out for besides ' and \ which as I understand are very problematic for ext4 filesystems?
