We're experiencing the same issues with rate limiting that happened using backup to Amazon Glacier.
I presume this is because the Amazon Glacier & Google Cloud Storage QNAP apps share the same code base.

I don't think it is working at all.
Regardless of the configured value ( 1MBps, 2MBps, 10Mbps, 15Mbps), it always stays at 600KBps at the output.
