I have Qcenter 1.2.150... and I see that 1.3 is available.
How can I upgrade? I don't find the patches anywhere

I don't believe that a direct upgrade is possible (but get a second opinion here / contact QNAP!).
Assuming that I am right you may need to spin up a new VA (Virtual Appliance) and then copy previously backed up settings (from your existing Q'center) into the new one.
It should be possible to backup settings from your existing Q'center by going to Settings > Export/Import Settings > Export, and then following the reverse procedure on the new Q'center.
Please let me know how you go with this as I am also interested.
