firmware: 4.2.3 dated 13/02/2017
Help Desk app opens but it disables "Help Requests". I removed app and reinstalled it but still the same issue. Anyone can give a tip on why it's disabled or how to enable it?

Did you try to login as the actual 'admin' user (not just any user from the admininstrator group, but the actual admin user)? If not, try that.
