New folder permissions can't be set

Hi all,
I'm working with a TS419P and when I create new folders, either in file station, or by the control panel, shared folders, create, the files do not have permissions and cannot be set. I tried resetting permissions by the shared folder tab in control panel and also by users and changing a users permissions that way. This happens for all logon credentials. I am logging on as an admin in all cases. When the folder is created I ensure the users including my current login have access and none of the logins have access... Help!
