Horizontal scrolling / not scrolling works fine. So, this might not be related to the BASH version.

I was finally able to test via vQTS 4.3.5 - my testing showed some manually-set bind parameters had no effect and were ignored. :S

I've found a few posts describing this same "scrolling-when-it-shouldn't" behavior going back almost 20 years - there seems to be no common cause. I'm out of ideas. :(

Thanks, I hoped it was the Bash version but this complicates the things a lot :-(

Just saw this listed as a 'fixed issue' in the new QTS 4.3.6 release notes: ;)

Problem SOLVED, works perfectly with firmware 4.3.6.0993 (build 20190704).
