I plugged in a brand new 8TB drive to the front of the TS-453E via USB 2.0 and it only shows 1.3 TB? I tried hooking it up via USB to my PC and it only saw the same, converted the drive to GPT to be sure with same results.
Am I missing something or is the drive bad?

if a windows computer has the same issue, it sounds like a USB dock issue..not a QNAP one

Have you checked it using GParted under Linux Live CD, or Disk Management de Ñ Eindows to confirm it is not related to this attrition?
Although it is very likely that your case/dock is old (backed up by the fact you mentioned it is USB 2.0) and it does not support such a big drive.
