You did not copy the correct firmware image to the DOM, the only firmware that can be copied directly to the DOM is the recovery firmware, all other firmware versions need to be installed via the admin webpage, Qfinder or using the command line firmware update.
You'll notice that the recovery firmware .img file is much larger than the other firmware image files. This is becasue the recovery firmware image file has the proper filesystem and partition layout, whereas the regular firmware update just have files at copied to the various partitions.
The only way forward I see for you is to install F_TS-470_20140519-1.2.8 using the firmware recover method as described here:
https://wiki.qnap.com/wiki/Firmware_Recovery
Link to recovery firmware:
http://eu1.qnap.com/Storage/tsd/fullima ... -1.2.8.img
Then you will need to install version 4.1.0 of the TS-470 firmware using Qfinder, then you may need to install 4.2.2 before going to the latest version of 4.3.6 firmware.
QNAP may have fixed the issue now with the latest 4.3.6 firmware, but back in late 2020 when I last did a firmware recovery on a TS-670 Pro, I could not install 4.3.6 directly from the recovery firmware, I had to perform a couple of intermediary firmware installs in order for 4.3.6 to be installed.
