IPs for SCB on ES1686dc not able to send or receive data

I've been having difficulty getting a ES1686dc fully functional with its management and data ports sending and receiving data on both storage controllers. We have been able to get the SCA to connect for administrative control and to transfer data to the shared folder. However, we are unable to get the same functionality on SCB.

When I restart or reconnect the ethernet ports, the management port IPs of SCA and SCB connect, but then the data connections for both do not send or receive data. I have worked with out IT department to set up the DNS registration and all 4 ports do show as connected with static IPs in the Network IPv4 page in the ES1686dc admin interface.

We are connecting through an unmanaged Netgear GS308v3 unmanaged switch, which is connected directly to the wall jack.

Any ideas or experience with getting both storage controllers to connect would be appreciated,
