the 451A does not come with a remote ... the ultimate price decision is done by the reseller

what do you want to do with the nas ?

TS-451A has a dual-core CPU.
TS-451+ has a quad-core CPU. So even though the 451+ is a little older, it is more powerful.

But the TS-451A does have USB quick access, where 451+ does not.

Depending on your use cases will impact which one is a better NAS for you.

CPU: Celeron J1900 Quad Core
GPU: Intel HD 4000, 4 EUs Execution Units

CPU: Celeron N3060 Dual Core
GPU: HD Graphics 400 12 Execution Units (up to 2x the GPU performance of the J1900)

So if you are doing HW transcoding in Plex, the 451A with the better GPU may be a better choice.
For VM's, the extra cores of the 451+ will be helpful.

So at the lower end like this, you are making trade-offs between the models depending on your use case.

Model: TS-877-1600 FW: 4.3.6.x
QTier (HDD): [RAID-5] 6 x 3TB HGST DeskStar NAS QTier (SSD): [RAID-1] 2 x 525GB Crucial MX300 m.2's
(SSD): [RAID-1] 2 x 500GB Evo 860
RAM: Kingston HyperX Fury 32GB Kit DDR4-2666
GPU: EVGA GTX 1060, ACX 2.0(1 Fan), 6GB
UPS: CyberPower AVR1350 Ext. Backup: USB 3.0 Seagate 5TB
Media Boxes: Nvidia ShieldTV Pro, AppleTV 4, Roku Stick

Model: TVS-673 32GB FW: 4.3.6.x Test/Backup Box
